Departments
In the Township of West Lincoln, a number of departments work together to deliver programs and services that are important to you.
Office of the CAO
Our Chief Administrative Officer (CAO) is responsible for the leadership and general management of the corporation, acting as key advisor and liaison to Council. Appointed by the Mayor and Council, and working in collaboration with the management team, the CAO’s major responsibilities include overseeing and coordinating the day to day administration of the corporation; attending Council/Committee meetings; making policy, service level, and long-range/strategic/business planning recommendations; communicating and facilitating the implementation of Council decisions; and administering the human resources management activities of the corporation. In addition, the CAO:
- Represents the township with other municipalities, external agencies and other levels of government
- Oversees and monitors legislative compliance and sound fiscal management of the corporation
- Fosters an environment of communications and public relations, both internally and externally
- Ensures new programs and services are developed to meet the ever-changing needs of our community
- Champions the programs and policies of Council
- Acts as an ambassador within the local, regional and broader community
- Ensures all operations are led with the Township's values and goals in mind and consistent with the Corporate Strategic Plan

Community and Protective Services
The Community and Protective Services department oversees the delivery of recreation, parks, facilities, special events, fire and emergency services. The department is composed of the following divisions:
The department's main responsibilities include:
- Children, youth, adult and senior programs and services
- Community development
- Community events
- Facility services
- Parks and trails
- Administration of the Township cemeteries
- Support lobbying for childcare and long-term care for seniors
- Public fire and life safety education
- Fire safety standards and enforcement
- Emergency response
- Town emergency management programming
Cynthia Summers, Director, Community and Protective Services
Corporate Services
Our Corporate Services department oversees internal services that support corporate operations. The department is composed of the following Divisions:
- Finance
- Information Technology
Main responsibilities of the department include:
- General accounting, accounts payable and accounts receivable
- Budget management and planning
- Long-range financial planning and strategy
- Financial reporting and analysis
- Insurance administration and risk management
- Asset management
- Sourcing and purchasing
- Water billing and account administration
- Property taxation
- Payroll and pension administration
- Information technology services
- GIS data management and mapping
Roberta Keith, Acting Director, Corporate Services
Growth and Sustainability
Our Growth and Sustainability department oversees all aspects of growth and development in addition to supporting the sustainability of West Lincoln’s agricultural lands. The department is composed of the following Divisions:
- Planning, Building
- Civil Land Development Engineering
- Economic Development
Main responsibilities of the department include:
- Development of planning policies
- Preparing, applying and evaluating development or land-use agreements
- Administration of Township's official plan, secondary plans and zoning by-laws
- Approval and issuance of building and demolition permits
- Enforcement of the Building Code Act and Ontario Building Code
- Reviewing proposals and enforcing development agreements
- Administration of construction services for new developments
- Reviewing and commenting on draft zoning by-law applications for minor variances and severances
- Commonly requested by-laws (including zoning, signs, building, property standards, waste, graffiti, keeping of animals)
Gerrit Boerema, Director, Growth and Sustainability
Infrastructure
Our Infrastructure department oversees the operating, maintenance and construction of municipal assets that the Township is responsible for delivering.
Main responsibilities include:
- Capital projects
- Construction and maintenance of the Township's roads, storm sewers, bridges, channels, sidewalks and streetlights
- Maintenance of water and wastewater systems to ensure public has access to clean drinking water
- Winter weather management including plowing, salting and sanding
- New development projects servicing construction and roads
- Municipal Engineering Standards for construction and development projects
Mike DiPaola, Director, Infrastructure
Legal and Legislative Services
Our Legislative Services department handles a variety of business, administrative and legal tasks. This department, which provides reception and customer service for the Township, is often your first point of contact. The department is composed of the following divisions:
- Legislative Services
- Legal Services
- By-law Services
- Communications
Main responsibilities include:
- Law-related duties of the municipal clerk
- Issuing licences, including business and lottery licences
- Management and administration of the Township's records
- Municipal elections
- Preparing Council meeting agenda and minutes
- Corporate Communications
