The Township of West Lincoln has a Bulk Water Filling Station located in Smithville, at 6253 London Road. This station allows authorized users to access municipal drinking water.

How do I become an authorized user?
To become authorized to use the bulk water station, you must first fill out an application. Applications must then be approved by the Township. If your application is approved, Township staff will be in touch with your account set-up details.
What do I need to submit when applying for a bulk water account?
All 3 pages of the application filled out and signed
Deposit and account set-up fee payments
Copy of the applicant’s driver’s license
What are the costs associated with having a Township bulk water account?
When your bulk water account is first set up, you are required to provide a non-interest-bearing deposit of $500.00. This deposit will be refunded to you upon account closure.
A $50.00 account set-up fee is also to be paid upon applying.
The Township sends out bulk water invoices on a monthly basis. You will receive an invoice if you had any water consumption during the previous month. In addition, you may be subject to the below fees in order to service your account. These fees are subject to change at any time, without notice.

You can pay at the Township office at 318 Canborough Street in Smithville. We are open Monday to Friday from 9:00 am to 4:30 pm, excluding holidays.

There are many options to pay your bulk water bill. Please note that the pre-authorized payment plan option is not currently available for bulk water bills.

The Township of West Lincoln has a small container water fill station located at 6218 London Road, in Smithville, as part of the Operations department's property.
The water line was originally installed to this building in the 90s to supply free water for rural residents in the Industrial Park area, as there were water quality concerns from those well users at that time. The water line flows through a water meter and backflow preventer inside the building, then proceeds out the southern wall to a spout. There is a switch located outside the building, next to the spout, for residents to turn on/off the water feed as they fill containers.
In May of 2025, Council reviewed options for assigning a fee or eliminating this service. Ultimately, Administration was directed to continue providing the small container water service free of charge, ensuring consistent, equitable access to safe drinking water for all residents, particularly those who rely on it most. The estimated annual cost of this valued community service is relatively low (approximately $3,500) and predictable over the past 25 years.
